Some people think that the best way to improve road safety is to let the drivers test each year. To what extent do you agree or disagree?
范文:
As is estimated that, in the global context, over one million people die out of traffic accidents on an annual basis, some propose to demand a yearly test for drivers in order to ensure traffic safety. This suggested policy, I am bound to say, should be accounted useless.
The tests themselves make regulations more familiar to drivers but lack effective measures against the nature of taking chances. It is without doubt that an annual exam can remind drivers of responsibilities and legal terms and sometimes heighten drivers’ awareness on road security, so that safe driving can be established and, totally aware of the norm, they are capable of making adequate choices during traveling. However, it is more often the case in reality that they will still pose threats on public security without a harsh, full-scale monitor by bureaus as illegal driving behavior such as over-freight and drunk driving is profitable and convenient to those reckless drivers.
The major defect of the idea is only to focus on a single group in a complicated system. Its proposal may possibly originate from the attribution of liability to drivers in most tragedies, but the security on roads actually accounts for the three parties (drivers, passengers and pedestrians) as well as the efforts from the authorities. To be specific, government departments bear the duties of road planning, legislation implementation and strict supervision whereas people on road are obliged to abide by regulations.
In conclusion, the suggestion brought forth fails to consider other factors behind the issue but only offers a partial solution which barely hit the nail on the head and may waste great amounts of time and cost for drivers and government officials.
