From where I stand, intelligence comes from genes, which greatly contribute to why children are so smart. By way of example smarter children have more learning potential, thus learning more quickly than other students. That said, children would also have to nurture their brains with knowledge to become smart. In particular, lots of things can contribute to being smart like effort and determination. If intelligent children refuse to learn, this would just make them less knowledgeable than those who go all out for learning.
